When and why are fracture toughness tests necessary?

Fracture toughness tests (see FAQ: What is a fracture toughness test?), also called fracture mechanics tests or CTOD tests, are sometimes required as part of a fabrication specification, in cases where the fracture resistance of a material is of particular importance. They require considerably more time, material and expense than the Charpy tests required by many procedure qualification tests, but also produce valuable information about the toughness of the material, which can be used in an Engineering Critical Assessment (see FAQ: What is an ECA?)
