PT Teknologi Weldim Indonesia, an associated company of the world-leading TWI Group and also formerly known as PT TWI Indonesia, has recently signed a Memorandum of Understanding (MoU) with Manpower and Transmigration of East Java Province to establish a new South East Asia Skills Enhancement Programme (SEASEP) in the region of East Java in Indonesia.
PT Teknologi Weldim Indonesia provides advanced engineering services, ranging from complex, structural integrity studies through to manufacturing and fabrication support, in the oil and gas, chemical, shipbuilding, power generation and other sectors. As part of the TWI Group, the company is able to draw on over 75 years’ experience and knowledge is engineering technologies research and development (R&D), and industrial processes and procedures.
SEASEP is an international, vocational training initiative to upskill people in South and East Asia countries, with a specific focus on improving safety standards in the work environment. The programme was established by TWI and the Lloyd's Register Foundation (LRF), a leading, UK-based charity which supports activities relating to the safety of life and property across the globe. SEASEP makes a global impact by bringing engineering-related skills and education to individuals and communities, and simultaneously helping to tackle in-country skills shortages.
Manpower and Transmigration of East Java Province is a government body that focuses on developing human resources capabilities, with its mission incorporating the promotion of job opportunities and employment; ensuring harmonious, democratic, just and dignified industrial relations; and improving the quality of its management and administration, control and information systems, and R&D.

The MoU signing ceremony took place at TWI’s headquarters in Cambridge, UK and was attended by Dr Himawan Estu Bagijo, Head of Manpower and Transmigration of East Java Province, who flew in from Indonesia for the occasion, and Tat-Hean Gan, Director of Membership, Innovation and Global Operations, Heather Claxton, UK, Europe and US Group Regional Manager and Associate Director, and Abbas Mohimi, Business Development Group Manager of TWI, and Hannah Stedman, Senior Project Leader, TWI Innovation Network. Dr Estu Bagijo also toured TWI’s state-of-the art engineering laboratories during his visit as well as met some of TWI’s technical experts.
EurIng Prof Tat-Hean Gan, who signed the MoU on behalf of PT Teknologi Weldim Indonesi, said “We greatly look forward to developing the skills base and technical competency of personnel in Indonesia, who in turn will go on to deliver training and certification to new candidates in Indonesia. Together with our colleagues at Manpower and Transmigration of East Java Province, we aim to make a positive contribution to the labour market, industry and individuals alike, creating new opportunities for all.”
Dr Himawan Estu Bagijo, Head of Manpower and Transmigration of East Java Province said ““We are grateful that the Disnakertrans Jatim was chosen to collaborate in welder development with TWI. Hopefully this cooperation and support can improve the ability of Welding Instructors at UPT BLK (Technical Service Unit Job Training Center) of East Java, to carry out the learning process for UPT BLK trainees, thereby improving technical competence and internationally recognised certifications, contributing to overcoming domestic skills shortages and filling job opportunities that exist abroad."
