To enhance safety standards in the workplace and address the pressing need for skilled labour in South East Asian countries, TWI and the Lloyd's Register Foundation (LRF) have joined forces for the South East Asia Skills Enhancement Programme (SEASEP). This international vocational training initiative aims to upskill individuals, particularly those from disadvantaged and under-represented groups, with a specific focus on welding and inspection.
The partnership between TWI and LRF, with its longstanding success, marks a significant milestone in delivering impactful programmes with global reach. SEASEP presents an exciting opportunity to tackle skills shortages within countries while simultaneously reducing occupational fatalities by providing engineering-related skills and education to those who need it most.
SEASEP offers training suitable for individuals seeking employment through upskilling or furthering their careers, with strong encouragement for female candidates to apply. The programme's objectives include developing a sustainable programme to build capability and capacity for safe operation and maintenance of critical infrastructure, as well as enhancing the workforce's skills through access to quality, engineering-related training and education.
The need for such initiatives is underscored by the alarming rate of workplace accidents worldwide, estimated at 340 million annually. Asian countries, particularly in the construction industry, bear a disproportionate burden of both non-fatal and fatal incidents. The rapid expansion of Southeast Asian economies and populations, coupled with massive infrastructure spending, further exacerbates the situation.
SEASEP directly addresses the root causes of accidental workplace deaths identified by the International Labour Organisation (ILO): poor safety culture, lack of research into health and safety, and ineffective safety training. By providing training in disciplines such as inspection and safety-related courses, SEASEP aims to enable safer construction practices and operations throughout the service life of various infrastructure projects.
The impact of SEASEP is already tangible, with nearly 3,700 students across Indonesia and India completing their initial examinations in Phase 1 of the initiative. As Phase 2 commences, opportunities for training and upskilling will be extended to nationals of Thailand and the Philippines. SEASEP's focus on creating a critical mass of qualified personnel, supported by train-the-trainer and alumni networks, lays the groundwork for broader strategic impacts, including leverage and sustainability.
Ultimately, the outcomes of the SEASEP programme improved skills, competence, and safety and contributed to the establishment of a health and safety culture that transcends individual companies and industries. While the direct cause and effect may not be immediately apparent, the activities of SEASEP play a crucial role in advancing workplace health and safety, paving the way for safer work environments across the region.

โครงการ SEASEP: ประเทศไทยและฟิลิปปินส์
เพื่อยกระดับมาตรฐานความปลอดภัยในสถานที่ทำงานและแก้ไขปัญหาความต้องการแรงงานที่มีทักษะในประเทศในเอเชียตะวันออกเฉียงใต้ TWI และ Lloyd's Register Foundation (LRF) ได้ร่วมมือกันจัดทำโครงการพัฒนาทักษะเอเชียตะวันออกเฉียงใต้ (SEASEP) โครงการฝึกอบรมอาชีวศึกษาระดับนานาชาตินี้มีเป้าหมายเพื่อเพิ่มทักษะให้แก่บุคคล โดยเฉพาะกลุ่มที่ด้อยโอกาสและกลุ่มที่ไม่ได้รับการสนับสนุนอย่างเพียงพอ โดยเน้นที่ทักษะด้านงานเชื่อมและการตรวจสอบแบบไม่ทำลายเป็นหลัก
